00:01 You know, I have a two-year-old myself, 00:03 and, so, seeing that image of the boy 00:05 lying face down on the beach of the 00:07 same age was heartbreaking for everyone who saw it. 00:10 There are four and a half million Syrians 00:12 that are outside of Syria right now, 00:13 and we haven't seen that kind of displacement in 60 years. 00:18 Canada's taken in about 2,300. 00:21 Of late, we're talking about 25% of that 00:25 being sponsored by the federal 00:27 government and the rest private. 00:29 So, in terms of private sponsors, 00:31 the Group of five, it's one where 00:35 basically five Canadians or permanent residents 00:38 sponsor a refugee from abroad or a family. 00:42 And then there's also, of course, 00:44 sponsorship agreement holders, so those would be 00:46 churches and charities and that kind of thing. 00:50 You know, what's been controversial 00:51 is that in 2012, the government under Jason Kenney 00:55 implemented a rule basically saying 00:57 that the UNHCR or foreign government 00:59 had to vet the refugee and confirm 01:02 that they were, in fact, recognized refugees. 01:05 So that's led to a lot of delays. 01:08 I mean, there's a couple months in Winnipeg 01:10 where the immigration department looks at the application 01:12 and then, you know, it goes to a Visa post abroad 01:15 so it can be Lebanon taking about 11 months, 01:18 it can be Amman, Jordan, taking about 19 01:21 or it could be Ankara, Turkey taking about 45 months. 01:25 So it's a lengthy process. 01:28 While you're waiting, you could do certain things. 01:31 You could take a refugee sponsorship training program class 01:35 sponsored by the federal government, in part. 01:37 That would help you to figure out how to provide shelter 01:40 and how to help the refugees find jobs, that kind of thing. 01:44 Also custom, familiarizing the refugees 01:48 with Canadian customs and language here. 01:50 You could do that. 01:52 I would also have to keep becoming observant activists. 01:56 I would say that they should drop the 01:58 UNHCR Foreign Government Recognition Requirement. 02:01 They should hire more officers for speedier processing, 02:05 get temporary residents permits for, in particular, those 02:09 whose family members here can recognize them. 02:12 Go to them as opposed to letting them come to us, 02:16 and increase the targets fairly dramatically. 02:18 We took in 60,000 Vietnamese, you may recall, 02:21 in the late 70s, 35,000 Hungarians, 02:25 and about a year they were processed. 02:26 So, in terms of how you can help 02:29 immediately also in terms of providing money to charities. 02:33 There's War Child, OxFam, Médecins Sans Frontières. 02:38 There's the UNHCR of course, and 02:42 Lifeline Syria and others.
